For years, the city of Boston has been giving lower-income people the opportunity to buy their own homes at discounted prices. One requirement says the buyer has to actually live there, and not rent it out for profit. But how closely does the city monitor this generous benefit? As FOX25 Investigative reporter Mike Beaudet discovered, not very close.
