WASHINGTON - Departing Sen. Paul Kirk is urging lawmakers to put partisan politics aside and press ahead with efforts to overhaul the nation's health care system.

The Massachusetts Democrat on Thursday made his final speech on the Senate floor shortly before Republican Scott Brown was to be sworn in to the late Sen. Edward Kennedy's seat.

Kirk congratulated Brown and said the two have been working for a smooth transition.

Kirk, one of Kennedy's closest friends, served temporarily after being appointed by Gov. Deval Patrick to the seat. Kirk was a former chairman of the Democratic National Committee.

Massachusetts Sen. John Kerry paid tribute to Kirk's work on health care. He also noted Kirk was a co-sponsor of legislation to provide greater parity in domestic partner benefits.
