Judge Mark Wolf ruled Michelle Kosilek, formerly Robert Kosilek, is entitled to a taxpayer-funded sex change as well as legal back fees. So, how much could the state be responsible for?

State Senate Minority Leader Bruce Tarr, who has called on the Department of Correction to appeal Judge Wolf's ruling, weighs in.
