PHILADELPHIA -
Mayor Michael Nutter urged Philadelphia residents Monday night to stay inside and not go outside as Sandy makes its way through the area.
The mayor addressed reporters during a 10:15 p.m. storm update.
The city is expecting wind gusts between 40 and 50 mph along with flooding and water heights of about 10 feet along the Delaware River as Sandy hits the city.
According to Nutter, the record is 10.5 feet.
In addition, the city is expecting one to two large bands of rain to fall, possibly resulting in an additional inch for the city.
At least 41,000 homes were without power within city limits when the mayor spoke. He said across the five-county region, 437,000 homes were reported to be without power.
As of Monday night, the city's Licenses and Inspections Department already had responded to 15 buildings with structural issues across the city. It's not clear how severe the structural issues were.
City offices, along with the sherrif's office, district attorney and city courts, are all closed Tuesday.
SEPTA service also remains shut down at least for Tuesday morning.
The mayor says as early as 6 a.m. SEPTA inspectors are scheduled to survey any damage along the lines, a process that can take between 6 and 8 hours.
Nutter thanked Philadelphians for preparing for the storm and for their patience.

Lots of traffic and police activity, police cameras are everywhere. But that didn't stopped this armed robber from calmly walking into a Dunkin Donuts on camera Monday afternoon and sticking the place up.
