DETROIT, Mich. (WJBK) -

"How can people get ahead, if they cannot get around?" That's the question posed by Transportation Riders United Executive Director Megan Owens as her organization released a new report card giving the DDOT bus service a "D" when it comes to service.

The TRU said during a recent week of on-the-ground observations it found just 67% of buses arrived on time.

The report card entitled, "Too Many Riders Left Behind: DDOT Still Failing to Provide Adequate Bus Service," is the third from the TRU and was released to the Detroit City Council. The Transportation Riders United is a Detroit-based nonprofit dedicated to improving public transit.

In the Fall of 2011, DDOT earned an "F" from the TRU with just 50% of buses departing within 5 minutes of their schedule.

On Tuesday TRU also presented recommendations for improvements, thousands of citizen signatures and an invitation to the Bing Administration and other decision makers to personally ride the bus.
