State Sen. Barry Finegold announced he plans to file legislation that requires day care providers to show families their state licenses. His actions come just days after 49-year-old John Burbine has been charged with 100 counts of child sex abuse. Some victims were just days old.

Finegold says this incident shows the system needs to be fixed.

Burbine was a Level 1 sex offender and considered the least likely to reoffend, which means his history was never made public.

Governor Deval Patrick filed a bill last year to force Level 1 sex offenders to reveal information from their past, but the bill never came up for a vote.

The Boston Globe reports Burbine has been moved to a jail in Billerica where he is "distraught." He's being kept away from other prisoners until his next court date.
