PHILADELPHIA -

Officials in Philadelphia on Monday warned residents not to fire handguns at the stroke of midnight.

District Attorney Seth Williams, Police Commissioner Charles Ramsey and others were joined at a Monday news conference by 25-year-old Joe Jaskolka.

Jaskolka was struck in the head by a falling bullet and is now paralyzed on the right side of his body.

Police say he would be walking had it not been for the careless act of an irresponsible gun owner.

Anyone caught firing weapons into the air on New Year's Eve could face reckless endangerment charges, police said.
