Philadelphia Man Found Guilty Of Defrauding City

PHILADELPHIA -

A Philadelphia man was sentenced on Monday to 21 months in prison for cheating the city out of more than $1 million, the U.S. Attorney's Office said.

Officials say Barry Jones, 67, knowingly submitted false bills for a series of computer services contracts that his business, Mara Management Services Inc., made with various City of Philadelphia agencies between July 2004 and June 2008.

Jones reportedly billed Philadelphia's revenue and water departments and Community Behavioral Health for far more hours worked than actually took place, to receive multiple inflated payments. At one point, Jones claimed that he personally worked a total of 380 hours in one month on projects for the various agencies, according to court documents.

In total, Jones caused the city to make payments of more than $5.9 million between 2005 and 2008. Jones admitted that he kept approximately $2.7 million for himself, which greatly exceeded the amount he was entitled to receive from the city, authorities say.

Jones will pay $1.2 million in restitution and spend three years on probation following his prison sentence.
