SPRINGFIELD, Mass. (MyFoxBoston.com) – A Springfield man was arrested Monday after he drove over a 10-year-old two times at an intersection in the city's North End, police said.

Police responded to the incident which occurred at the corner of Plainfield Street and Washburn Street at about 3 p.m.

Following an investigation, an officer determined the Springfield boy was riding an electric scooter in traffic when he was struck by a van. The right side of the tires ran over the boy.

The officer said the driver then put the car in reverse to get out of traffic and ran over the boy again.

Witnesses said the rear tire was resting on top of the boy and they had to get the driver back up some more in order to get the boy out from under the car.

The boy was rushed to the hospital where he is in "good condition."

Meliton Velazquez, 40, of Washburn Street, has been charged with operation of an unlicensed motor vehicle following the incident. The owner of the van is also being cited for allowing an unlicensed driver to operate the motor vehicle.

The investigation is ongoing. Other charges are possible.
