Lehigh Co. Couple Charged With Embezzlement From Township Funds

The Lehigh County District Attorney's office has charged a couple with conspiring to embezzle $854,497 from the utility account of the South Whitehall Finance Department  between 1999 and 2012.

Nancy Tonkin, 66 and her husband William Tonkin, 69, both from Emmaus, are each charged with three counts of dealing in the proceeds of unlawful activities, theft by deception, receiving stolen property and other related charges.

Nancy was employed by the township for 30 years and her husband is a former township police officer.   Nancy allegedly used a "lapping" scheme to conceal thefts from utility accounts. 

Nancy was suspended on June 8, 2012, after a new finance director suspected the thefts.

The investigators in this case poured over the personal bank accounts of the couple and tracked numerous large cash deposits throughout the years.

There was also an investigation onto the Tonkin's gaming activity at three Pennsylvania casinos where they lost large amounts of cash and withdrew over $20,000 in cash from casino ATMs.

The defendants are set to be arraigned later on today in Lehigh County Central Booking.

    NICE EASTER WEEKEND

    The first half of the holiday weekend has been great and Easter Sunday looks just as nice. Clouds thin out late tonight with temperatures falling back to the 40s.

    Initially it'll be jacket weather early Sunday morning but plenty of sunshine will warm us into the 60s by afternoon.  High temperatures will be a few degrees cooler than Saturday.

    It will be noticeably cooler and breezy at the shore with highs in the low 50s.  Quiet conditions continue into Monday.

    The Coast Guard have suspended an emergency search for a man who went overboard in a boat after he went missing. New Jersey State Police have identified him as 49-year old John J. Poltonowicz.
