California's high-speed rail authority recently announced its top-rated contender to build the first 29 miles of track in the Central Valley.
It's a big deal because this is the biggest high speed rail project in U.S. history and we're building a bullet train where technical expertise should be the most valuable asset in the bidding process.

And in March of 2012, the rail authority agreed that technical expertise was critical.
In their own words, they said they would only consider the top three bidders with the greatest technical know-how.
But recently they paid no attention to their own guidelines when they awarded the winning bid to a group that had the lowest technical expertise.
And critics charge, that it was done under the cover of darkness and some members of the rail authority board were not even aware of any changes to their own bidding rules.
But this is how a consortium became the winning bidder, despite having the lowest technical expertise rating of the five groups who lobbied for the job.
And just this past week, the head of the house subcommittee on transportation, held hearings that included looking into the bidding process.
In my opinion the rail authority should have abided by its own rules and kept technical expertise as the most important requirement for a successful bid.
They need to take a look at all the bidders again and make technical ability paramount as they originally promised to do.
They need to make the right choice on the ability of the bidder to insure a properly executed project.
Governor Brown please look at this and make sure the Rail Authority gets it right.
