Madison Heights police investigating allegations made against Charles Pugh

MADISON HEIGHTS, Mich. (WJBK) -

Madison Heights detectives are beginning to investigate the criminal complaint against Charles Pugh filed over the weekend by a mother and her teenage son.

Police would not talk on camera or release copies of the complaint, but we were told it accuses Pugh of inappropriate contact with the teen on a day when he took him out of school and shopping without his mother's permission.

"I feel that he was luring my son with gifts, money and promising him things, and that's luring, that seducing," the mother told Fox 2's Charlie LeDuff late last week before the complain was filed.

Investigators told us there are no specifics, and so far the information does not meet the criteria of a crime.

Police told us the complaint involves an alleged incident that took place in Madison Heights in a parking lot between May 29 and May 31. At that time, the student was 18 years old. Police said they have a lot of questions before they can determine whether a crime took place.

Next they will want to bring the teen in for questioning and talk to Pugh, who was last spotted in a Seattle coffee shop on Friday. It is not known where he is now or when he will return to Detroit.

"It appears to me like something is just not right here, but yet I still don't understand why Mr. Pugh felt like he had to leave. That part I don't understand," said Mary Williams.

She said her 13-year-old son had a positive mentoring experience with Pugh. Williams is one of several people who have contracted Fox 2 to vouch for the City Council president and his behavior with students.

"When Mr. Pugh mentored my son, he was appropriate with him. Anytime he wanted to do something with my son, he contacted me," Williams explained.

She said she never had any reason to worry, but the mother making the allegations against Pugh tells a different story. Sources said the family is in the process of changing lawyers.

Police said once the investigation is complete, they will forward the report to the Oakland County prosecutor.

On June 29th, 2013 an 18 year-old male, accompanied by his mother, filed a complaint at the Madison Heights Police Department. The complaint alleges that Charles Pugh had inappropriate contact with the 18 year-old male while in the City of Madison Heights. The incident reported is alleged to have occurred between May 29th, 2013 and May 31st, 2013. The complaint has been assigned to the Detective Bureau. The investigation is in the preliminary stages and due to this we cannot comment on any details contained in the complaint. We will issue an updated press release as the investigation progresses.
