DECATUR, Ga. (AP) - DeKalb County officials say a grand jury report linked to its indicted CEO recommending criminal investigations for additional county employees shows why their form of government needs to be re-examined.

Interim County CEO Lee May was flanked by county commissioners during a press conference Thursday when he spoke out on an 83-page report linked to the investigation into suspended CEO Burrell Ellis. Ellis is accused of pressuring vendors for campaign contributions.

The report recommends that a former county CEO, Ellis' former chief of staff, several watershed employees and contractors be investigated for charges ranging from bid rigging to obstructing a criminal investigation.

May says the county's CEO government model isn't transparent and lends itself to political and personal influence. One commissioner says individuals are the problem, not the governing system.
