One World Trade Center construction progress

The construction continues inside One World Trade Center. Even though it may not look like it, work here is almost done, officials said.

"The curtain wall windows have been long installed, the steel has been fireproofed, and this space is near ready to be turned over, we're proud of that," said Pat Foye of the Port Authority.

We saw a few signs that finished office space is on the horizon, such as the marble paneling in what will be the lobby.

"The progress that's been made to date I think… is a sign of the rebirth and dedication of people in this city, state, region and frankly nation to recover and rebuild and come back," Foye said.

Outside the building we talked to one of those people: construction worker Moses Robalo of Local 806.

"I do feel pride when I come to work at this site, because I remember the feeling I had when the towers came down and how I felt at that point," Robalo said.

The 1776-foot tall building is now an icon of Lower Manhattan and the area's rebirth.

"To see it being rebuilt it's something very emotional to me, to see that New York is coming back to where it was," said Linda Hayward of Jersey City.

One World Trade Center is now 70 percent leased. Foye said that when the $3 billion project is complete it will be unparalleled in its safety.

"It's one of the safest buildings being built anywhere in the world, period," he said. "The concrete, this is the core behind me, the concrete is built to withstand pressures up to 13,000 pounds per square inches, nothing like it has ever been used."

The Port Authority won't give an exact date for the building's completion but the agency said it could be done as soon as the end of this year or early next year with the observation deck set to open in 2015.

The report echoes an assessment conducted this year by the Federal Railroad Administration, which investigated after a string of Metro-North accidents including a December 2013 derailment that killed four riders in the Bronx.

Police had been looking for the New Jersey resident since Aug. 18 after a heated argument with the woman inside his car in Washington Heights. After he was arrested on Wednesday, Budden apparently Tweeted several times from jail.
