    A committee of world building heights experts announced Tuesday that a design change that affects the 408-foot needle on the new 1,776-foot World Trade Center tower does not disqualify it from being counted as the nation's tallest skyscraper.

NEW YORK (MYFOXNY) - Much of the tristate region was under a dense fog advisory on Thursday.

Visibility was greatly reduced in New York City and particularly in lower Manhattan.

FOX 5 morning program Good Day NY aired video of a fog-engulfed 1 World Trade Center.

Only the top of the building and its 408-foot needle could be seen.

Last month, a committee in Chicago of world building heights experts announced that the 1,776-foot building was in fact the tallest skyscraper in North America.

A change to the spire's design put into question whether it could be counted in the total height of the building.

The building was constructed at the northwest corner of the site where the twin towers were destroyed in the Sept. 11, 2001, terror attacks. 

Its height is a nod to the nation's birth in 1776.

    A memo from NYPD Commissioner Bill Bratton instructs police officers to use discretion when ticketing elderly and disabled pedestrians for jaywalking. This comes after an 84-year-old jaywalker was injured during his arrest on the Upper West Side in January. The memo which was was dated April 15 reads:  "Use discretion when elderly or handicapped persons are observed jaywalking.... If pedestrian actions are not causing a safety risk... warn and admonish the violator instead."
