Gaming Chairman Crosby recuses himself from licensing decision

BOSTON (MyFoxBoston.com) -- Stephen Crosby, the chairman of the Massachusetts Gaming Commission has recused himself from any involvement in deciding which casino proposal will win a license for Eastern Massachusetts, which encompasses the proposed casinos in Everett and Revere.

Crosby opened Thursday's commission hearing by reading a prepared statement to the room. In it, Crosby said his participation in the decision making process has become a distraction, and so he was recusing himself from making any licensing decisions regarding whether Mohegan Sun or Wynn Resorts would win the Region A casino license.

"Frankly, neither I nor any of the Commissioners have any doubt about my ability to be impartial in the decision making process. But the compounding of these issues has now gotten to the point where my participation in the decision making process has become a distraction and a potential threat to our critical appearance of total impartiality," the statement read, in part.

"Therefore, I have decided to recuse myself from any further involvement in any of the issues concerning the licensing decision for Region A."

After making his announcement, Crosby walked out of the room.

On Wednesday it was revealed that Crosby attended a party on opening day at Suffolk Downs in Revere, one of the proposed casino properties.

Former inspector general Greg Sullivan said that Crosby’s attendance sends the wrong message.

“It's crazy to do that,” Greg Sullivan, former inspector general, said. “No judge would ever do that in the middle of a trial. Can you imagine what it would be like to be in a trial or big competition like this to have the deciding party going to one of the others' big fancy event?”

Governor Deval Patrick released the following statement Thursday, "Chairman Crosby's decision reflects what I know to be true: his unwavering commitment to the integrity of the Commission's work. I hope this allows the focus to return to the Commission's efforts to implement the gaming law in region A."

Commissioner James McHugh led Thursday afternoon's meeting, during which the commission decided that Boston will not be a host community for casinos proposed in Revere or Everett.
